Fat bike rules

Quick guide for the Netherlands and EU. Always check current local rules.

🇳🇱 Netherlands

  • Pedelec: motor only while pedalling, max 250 W, assist stops at 25 km/h
  • Treated as a normal bicycle: no licence, plate or insurance, cycle paths allowed
  • Speed pedelec (up to 45 km/h) = moped: AM licence, plate, insurance, helmet, minimum age 16
  • Throttle-only bikes may count as mopeds

🇪🇺 EU

  • EPAC (≤250 W, ≤25 km/h) is exempt from moped type-approval (Reg. 168/2013)
  • Safety standard EN 15194; EN 17404 for battery systems
  • Age limits and helmet rules differ per country, often for under-16s
  • CE marking required on the bike
